Creation is manifested by Sarveshvara, the Lord of all, with the intention to provide an opportunity to those who did not gain moksha or liberation from the cycle of birth and death in the previous kalpa, so that they may avail bhoga (fulfilment) and moksha through the purushartha-chatushtaya (dharma-artha-kama-moksha).
