Can women chant veda mantras and perform vedic yajnas?

No. They are not supposed to and are not required to do so, either.

Veda mantras can be chanted only by men who are authorised to wear sacred thread and are initiated. However, women are not deprived of Brahma vidya or the path to moksha.
